Accounting Officer – Accounting Department

Salary range: $50,947 - $73,706 annually
TRA is hiring two (2) Accounting Officer positions at our St. Paul location. Job candidates with accounting experience and a customer-oriented approach are strongly encouraged to apply. Our Accounting Officer positions are responsible for processing TRA accounts payable and recording payments in our accounting and pension systems. Key duties include handling failed Electronic Funds Transfer (EFT), Non-Sufficient Funds (NSF), and accounts receivable. The incumbents will ensure all payments are accurately recorded across various systems and prepare the necessary supporting documentation for records retention and annual financial statements. Additionally, the incumbents will assist the Accounting Director in the preparation of the Annual Comprehensive Financial Report (ACFR) and Governmental Accounting Standards Board (GASB) 67 and 68 reports. These roles also involve training TRA staff on financial topics and completing on-site capital asset and sensitive item inventory tasks.
These positions are not eligible for a schedule that includes telework. The incumbents hired into these positions will be required to work in the office five (5) days per week, in order to perform the essential job duties of this role.
TRA prioritizes work-life balance for our employees and may request, only on occasion, that staff work overtime and/or flex their time in order to complete critical projects or meet important deadlines. Typically, full-time, non-exempt employees at TRA work a 40-hour workweek. Additionally, travel may be required up to 10% for this role.

Government Relations and Stakeholder Outreach Director – Government Relations and Outreach Team

TRA is hiring one (1) Government Relations and Stakeholder Outreach Director position at our St. Paul location. Job candidates who have exceptional knowledge of government process and a strong background in building solid professional relationships with colleagues, customers, and community partners are strongly encouraged to apply. Our Government Relations and Stakeholder Outreach Director position exists to oversee and direct legislative activities, internal and external stakeholder outreach, and statutory initiatives that are central to the governance, administration, and long-term sustainability of the TRA.
The Government Relations and Outreach Director provides leadership, management, and coordination of TRA’s government relations and policy functions with the Governor’s office, Minnesota Management and Budget (MMB), members of the Minnesota Legislature and staff, the Legislative Commission on Pensions and Retirement (LCPR), members of the Minnesota’s congressional delegation and staff, and other appropriate state and federal government agencies. The incumbent represents TRA in legislative matters by providing policy direction, coordinating legislative initiatives and budgets, and advancing interests of the organization. The position also plays a leadership and decision-making role in the TRA biennial policy and budget-setting process from development to enactment. Management of all employer, member, and external special interest group outreach and education is further required of the role, in order to ensure these groups are well informed of new legislation impacts, as well as to ensure TRA is well informed of all internal and external stakeholder legislative initiatives and agendas.
This position is will require the incumbent to work a schedule that includes regular in-office work in order to perform the essential job duties. Substantial business travel will be required throughout Minnesota, up to 50%.

Application Development Supervisor – Application Department/Information Technology Division

Job candidates with a background in information technology application development experience and have exceptional interpersonal skills are strongly encouraged to apply. Our Application Development Supervisor position is for supervising a team of .NET Developers who perform work related to the analysis, design, development, maintenance, and implementation of TRA's proprietary pension application system, TRA.NET. The TRA.NET application is developed, customized, and maintained internally using .NET technologies, and it is used by TRA staff, members, and employer units (which includes public schools, charter schools, and Minnesota State colleges and universities). As the Application Development Supervisor, this position is accountable for assigning daily tasks and projects, monitoring work progress, and ensuring deadlines are met. The incumbent will also coordinate with end-users, Quality Assurance (QA) staff, and Business Analyst (BA) staff to ensure code development and deployment of TRA.NET enhancements are in alignment with business processes, software services, and configuration management.
This position may be eligible for a work schedule that includes some teleworking. Additionally, the incumbent hired into this position must also possess the ability to secure their own transportation for in-state business travel, up to 10%.
